Pedoman Penulisan Karya Ilmiah Edisi Kelima Telah Terbit

Pedoman Penulisan Karya Ilmiah (PPKI) Edisi Keempat yang terbit tahun 2000 dirasakan perlu disempurnakan setelah 10 tahun dipergunakan sebagai pedoman oleh sivitas akademika UM dalam menulis karya ilimiah yang berupa skripsi, tesis, disertasi, artikel jurnal, makalah, tugas akhir, dan laporan penelitian.
Untuk itu Rektor membentuk Tim Revisi yang diarahkan langsung oleh Rektor, dengan Ketua: Prof. H. Ali Saukah, M.A.,Ph.D., Anggota: Prof. Dr. H. Ah. Rofi’uddin, M.Pd, Prof. Dra. Herawati Susilo,M.Sc.,Ph.D., Prof. Dr. H. Amat Mukhadis, M.Pd, Prof. Dr. Budi Eko Soetjipto, M.Ed.,M.Si, Prof. Dr. M.E. Winarno, M.Pd, Drs. H. Guntur Waseso, Drs. Margono, M.Pd, M.Si, Koordinator Sekretariat: Dra. Aminarti Siti Wahyuni. Kemudian penyuntingan akhir dilakukan oleh Drs. H. Mulyadi Guntur Waseso dan Prof. H. Ali Saukah, M.A., Ph.D., dan setting dilakukan oleh Dra. Aminarti Siti Wahyuni, Doni Irwanto, S. Kom, dan  Prihatini Retnaningsih, S.E.
Tim bekerja mulai bulan Juli 2010 dan baru pada bulan September 2010 draf akhir revisi PPKI Edisi Kelima berhasil diselesaikan setelah membahas semua masukan dari berbagai pihak yang masuk secara tertulis ke Subag SI berupa email, fax, dan surat, maupun diskusi diantara anggota tim. Dalam PPKI Edisi Kelima ini terdapat beberapa perubahan , penambahan,dan koreksi, mengikuti perkembangan IPTEKS dan tuntutan peningkatan kualitas karya ilmiah yang dihasilkan oleh perguruan tinggi.
Saat draf akhir PPKI sudah diperiksa dan Kata Pengantar Edisi Kelima sudah ditandatangani Rektor di akhir bulan September 2010 dan selanjutnya dikirim ke percetakan untuk naik cetak pada awal bulan Oktober 2010, tertunda karena Prof. H Ali Saukah, M.A., Ph.D. melontarkan ide untuk melengkapi PPKI Edisi Kelima dengan Salinan PP Mendiknas no 17 Tahun 2010 mengenai Pencegahan dan Penanggulangan Plagiat di PT sebagai Lampiran 20a dan Cara Menghindari Penjiplakan (Plagiasi) sebagai Lampiran 20b. Akhirnya ada perubahan waktu cetak, ditambah karena kesibukan Subag Sistem Informasi sebagai sekretariat Dies Natalis ke 56 UM dengan berbagai kegiatannya, maka draf PPKI Edisi Kelima baru siap naik cetak akhir Oktober 2010.
Bersyukur akhirnya pada tanggal 10 November 2010 PPKI Edisi Kelima telah selesai cetak dan dipasarkan pertama kali kepada para peserta Penloknas Pengelolaan dan Penyuntingan Jurnal Ilmiah angkatan 27 di Agrokusuma, Batu yang berasal dari berbagai PTN dan PTS seluruh Indonesia , dan mendapat sambutan yang baik. 81 buah buku PPKI laku terjual.
Selanjutnya memenuhi kebijakan Rektor, telah pula dicetak PPKI edisi khusus gratis untuk para dosen UM pembina Penulisan Karya Ilmiah mahasiswa. PPKI gratis tersebut dibagikan pada tanggal 24 November 2010 melalui Kabag/ Kasubag TU masing-masing fakultas, sedangkan bagi para mahasiswa yang ingin memiliki PPKI Edisi Kelima bisa membeli  di KOPMA UM , PPS UM, Penerbit percetakan UM jalan Gombong, dan Subag SI UM, Gedung A2. Lantai 2.
Semoga PPKI Edisi Kelima ini bermanfaat tidak hanya bagi para sivitas akademika UM, tetapi juga bagi semua pihak di luar UM untuk keperluan penulisan karya ilmiah.

Letter: Should we thank Gayus?

A hero is a person who gives great contributions to society. It is stated under the constitution that a hero should struggle for freedom, nation and the people. A hero’s efforts contribute to the betterment of society. Gayus is a person who has made a contribution to society. In fact, he has made three.

As a judicial mafia suspect, Gayus exposed a major tax scandal. Before the Gayus scandal was publicly exposed, there were only a rumors about corruption in our tax system. Nobody could prove it, but after Gayus’ confession, the public knows there is something wrong with our tax system.

Gayus told the public about companies who don’t pay tax. He identified people involved in tax scandals. This is the first step to reforming the tax system in Indonesia.

Because of Gayus, mafia in our legal system is now clearly known by the  public. He told the  public who received bribes in the National Police, in the Attorney General’s Office and in the courts. What Gayus has been doing so far is implicating our legal system. It is now society that must force change to eradicate the underground legal mafia.

Gayus’ vacation to Bali might be just a trick to open another mega scandal. As commoners know, Gayus told the public that he met an important man in politics and economics. That person, Gayus said, is powerful person in Indonesia. By meeting that person, Gayus opened public eyes to a “love triangle” between politics, money and law. Thanks Gayus, for exposing that scandal.

By exposing the tax scandal, highlighting corruption in our legal system and potentially opening a major political scandal, we have to recognize Gayus as a hero. What he does opens our eyes to the reality that there is something wrong with our tax system. If we disagree with regarding him as a hero, at least Gayus is still a hero for corruptors and mafia.

The underground heroes among us

The meaning of the word “hero” has changed. During the war for independence from 1945-1949, a hero was someone who served in the military against the colonial government.

This was based on the fact that at that time, the real enemy was the colonizers who used bullets to rob this country. Indonesians responded, showing their muscle. The war for independence claimed lives – some of the best Indonesians.

History shows their sacrifices are real. The freedom that we have and enjoy today is the result of their labor.

In the modern era, a “hero” is not only someone who joins the army. The challenge in modern times is how to build a better life. That is why a hero has now transformed into someone who serves the country sincerely.

Heroes in modern times come from diverse professions. They work for people who sometimes don’t even recognize them.

Police officers who stand on alert every morning are modern heroes. They work for us – making sure the streets are secure. They put society above their family business in the morning; taking their children to school, shopping at the market for their family or many other private activities.

Although some of their bosses are graft suspects and this gives them a bad name, they still work for us. They serve society from the bottom of their heart. We have to salute them. Those are the real police officers – the ones who stand by society to make sure the streets are safe. Not the corrupt ones.

People often see one or two individuals who stand on alert at railway crossings or intersections to make sure motorists are safe. They have to work for hours and their salary is not that high. Commentators on television and in the mass media love to put the blame on police officers if there is a railway accident.

They don’t realize the men at the railway crossings work very hard. Very often, more problems come from commentators, who give statements but don’t act to make crossroads safer.

Teachers at small schools in remote places are heroes in education. The teachers who serve this nation believe heaven will be their place in the afterlife.

Forget about what the bosses in Jakarta who often make inconsistent education plans are doing, the teachers still continue to teach their pupils consistently. They work for the future generations of Indonesia. For teachers, fees or salaries are not very important. What is more important is that their students become successful and beneficial to society.

In spite of their low salaries, teachers work for Indonesia. They are the teachers who inspire their students. They are the national heroes in the modern era.

The bus drivers who drive their vehicles carefully are also heroes in the modern era. Even at midnight they still serve society by bringing people to their destinations. When their buses are not in proper condition, they repair them carefully and continue to check and recheck the condition of their buses.

They maintain their bus regularly before they pick up passengers. Some of them do cheat society and there are others who drive recklessly and cause traffic accidents. But many others serve society well. We have to respect them.

There are so many “underground” heroes in society. The professions mentioned are only some examples. These people work and serve the nation sincerely and honestly. Money is last on the list of what they want from the nation.

They always ask what they could give to Indonesia rather than what Indonesia gives them. The real heroes are the ones who work hard for their country, rather than just talking without any real action.

UM memenangkan Hibah Program PHK-I Batch 4

Hasil Evaluasi Akhir dalam bentuk kunjungan terhadap usulan Program Hibah Kompetisi Berbasis Institusi Proses Seleksi Tahun 2010 telah selesai, dan melalui surat Dirjen Dikti tanggal 9 November 2010 telah ditetapkan nama-nama pemenangnya.
UM bersama 12 PT yang lain berhasil sebagai Pemenang Hibah Program PHK-I tahun ini. Kemenangan ini bagi UM merupakan kemenangan ketiga untuk program Hibah PHK-I setelah sebelumnya memenangkan program Hibah PHK-I Batch 1 dan 3. Sebagai pelaksana program adalah prodi Pendidikan Sejarah, Pendidikan Teknik Bangunan, Pendidikan Luar Sekolah , dan Pendidikan Jasmani dan Kesehatan.
Akhirnya dari 26 jurusan di UM, 24 jurusan (92 %) telah berhasil memperoleh dana hibah kompetisi dan tinggal 2 jurusan saja yang belum mendapatkan dana tersebut.
Selamat atas terpilihnya 4 prodi di atas. Selanjutnya pada tanggal 14-15 November 2010 telah dilakukan Evaluasi Anggaran dan Penyusunan RIP PHK – I Batch 3 dan 4 tahun 2011, di Hotel Mercure Ancol Jakarta yang diikuti oleh Ketua Pelaksana Program: Drs. H. Parlan, M.Si, Anggota Tim Penyusun Anggaran dan Aplikasi RKA-KL: Sopingi, S.Sos, M.Pd (Dosen PLS-FIP) , Dra. Aminarti Siti Wahyuni (Kabag PSI), Syamsul Arief, S.IP (Kasubag Perenc.), dan Dra. Marsia Palangan (Pembantu Pimpinan Subag Renc.). Pada saat pertemuan telah disepakati dana sebesar Rp 822.519.294,00 untuk Batch 3 tahun kedua yang dilaksanakan prodi Pendidikan Bahasa Jerman, Pendidikan Biologi, Teknologi Pendidikan, dan Pendidikan Ekonomi, serta Batch 4 untuk tahun pertama sebesar Rp 1.138.314.240,00 untuk prodi Pendidikan Sejarah, PTB,PLS, dan PJK. Dana yang tersedia untuk tahun 2011 tidak bisa penuh mengingat kondisi anggaran Ditjen Dikti yang terbatas.
Semoga dalam implimentasi program sukses dan membawa dampak positif bagi kemajuan UM.
